I am helping my mom protest her tax appraisal...I think this might be the first time she has ever done this 
The house is about 25 years old, built in Amarillo. Appraised value has jumped from ~$162,000 in 2015 to $249,000 for 2022, ~$60,00 of that was from 2020 to 2022, no change in land value.
The house started having major foundation problems 3-4 years after the home was built and she got a judgement against the builder in 2004ish, builder failed/declared bankruptcy so she never got a dime out of that to fix anything. The house never got the foundation repaired and there are still cracks in the sheetrock that are 3-4FEET long and around an inch wide in the worst spots. Sill plates lifted off the floor, visible deflection from where they used to be. Visible grout repairs on the exterior and lots of cracked tile on the interior. They got an estimate back in 2004 that it would cost $18,000 to repair the foundation (house has a basement that complicates things) and would still need cosmetic repair work on top of that.
Based on what I see on HAR in her hood, the $249,000 would be a possible sales price if the house was in good shape but given that it is a cracked up mess, how low would you aim for in the protest? I am guessing the repairs would likely be double or triple what that 2004 quote was for. I am hoping I can get her appraisal lowered since she is on a fixed income now and still has 4 years until 65. Any help or advice would be awesome!
