I submitted a protest in April. Ive checked in multiple times and been told "still working on it". Today I received an email with an informal offer that is still not to my liking so I replied that I would like a meeting with appraiser or formal meeting with board. Waiting to hear on that. If they dont get that scheduled by end of year how does that work for paying taxes? I dont want to pay with the hope they lower it, but also dont want to be hit with penalties for not paying. I have a call in and waiting for a reply but wanted to see if anyone has experience with this scenario. I know they are still way behind so I could see this going into the new year.

If your value is not "certified," meaning that your protest was filed prior to the deadline, and they have been aware of it from the beginning, but are just late getting to it...then you will likely not receive a bill until it is resolved. When it is finalized and then the value certified by the board, the records will get sent to the assessor/collector and they will then issue the bill. If that bill is mailed before January 10, your taxes will still be due before February 1. If it is after that, your delinquency date to pay will be the next 1st of the month that is at least 21 days after the date they mailed it.

If your account was already certified and this is some kind of late protest or correction issue, then you will likely receive the bill, and not paying before February 1 could cause your hearing to be dismissed depending on the type of hearing or protest you have, but it doesnt sound like this is whats happening with you. It sounds like this is just the ARB taking a long time to hear your normal protest.

We had a property tax protest several years ago that bled into the next year because we protested, it was declined by the board, we met with the chief appraiser and the county's attorney and again declined, so we sued to get the value lowered. Because we did not know what the outcome of our protest/lawsuit was going to be, we paid the taxes that the county showed due for the tax year under protest. In the end, we "won" our suit at arbitration, the county paid our legal fees and refunded us the difference between what we had paid and the new, lower appraised amount. The really FUBAR part of the story is that we sued the county two out of three years over the same property because their valuations were completely f--ked, and we won both times. Cost the county taxpayers about $50,000 in legal fees when combining both years. It goes without saying but I hate CADs.
