My wife is about to list a property she bought a while back. It is 20 acres and while technically not waterfront, it borders the Emory river on one entire side of the property. The reason I say it is not technically waterfront is that the TVA owns the last 10 feet or so for flood control. They still allow you to permit a dock and use it any way you want (pretty much). Duck and deer hunting is good.
The land is between Kingston and Harriman about 30 minutes from West Knoxville and 45 from UT campus. No restrictions. Water is at the road along with electric and septic will pass the permitting easily as there is a huge pasture/field. All you have to do is mark the homesite and then the County (Roan) will inspect and do a perc test if necessary.
Of the 20 acres, the part nearest the road is treed and has a natural spring. The middle part is a 5-10 acre pasture, and the east side drops down to the river. The emory is about 1000 feet across here and is more of a ski lake than a river. It joins Watts Bar downstream a couple miles.
On the south side are 3-5 homes bordering the property, all are nice in the 700k range. On the north side is a power line easement. You can see the lines from some of the property. ON the east side is water, and on the west is road and some homes. A couple of the homes are mobile homes but nothing is nasty.

Last thing... my wife bought this without me ever seeing it. You have to move fast with waterfront property in TN. When I saw it I was blown away. My opinion was that this land could be used for anything. It would be great RV camping if you want to go into business, it would be a great family compound, it is nice enough to put a 3 million dollar house on it. We aren't getting rid of it because we don't like it, we are doing it because circumstances changed. We were going to build a family compound on it and now that will not be happening.
