Building in Dripping Springs ETJ

I'm planning to build a barn in Hays County on land within the Dripping Springs ETJ.

Should I just call Hays County Development Services and start asking questions, or should I hire someone familiar with the process to deal with permitting? I would also like to build a helipad near the barn and I'm not sure if Dripping Springs' helipad ordinance applies to the ETJ. If the answer is "hire someone", any recommendations?

Hays County is pretty good about answering questions and navigating yourself. They are just SLOW. I would take a stab at calling and seeing what kind of progress you can make and answers you can get before worrying about hiring someone. At least this has been my experience dealing with pulling various permits for projects with them for customers.

Possibly. Architect has said "plans will be done in 7 days" for the last couple of months. I'm not sure there's a lot that can be accomplished without plans, but I'm new to Hays County/ETJ building.

I wouldn't hesitate to call without finalized plans. At least get some of your questions answered early on. They can set you in the right direction for sure. They are one of the easier ones to actually get a person on the phone and to answer your questions.
