Enforcement of restrictive covenants on rural property

My brother in law recently purchased a 10 acre tract which was part of a larger 100 acre tract that was subdivided into 10 ranchettes. Once of the restrictive covenants was that any mobile home that is brought onto the property must be brand new and meet certain standards. As luck would have it, the neighboring tract recently brought on a dilapidated trailer with boarded up windows. Not only that, they placed it near the property line by his backdoor.

He contacted the Realtor who represented the seller/developer of the subdivision but they're claiming they don't have any power to enforce. Any recommendations?

There's no verbiage in the covenants that address enforcement.

He needs to hire an attorney and have the attorney send a notice to the property owner ASAP. You need to get this done quickly. It will become more difficult as time goes by.

10 acres is an awful close quarters to have pissed off neighbors. I'd be cautious about this approach. Maybe he is going to fix it up?
