Watching the featured group coverage on the USGA site and am wondering how it is legal for one of the competitors from the afternoon wave being allow to be an on course reporter walking inside the ropes covering a morning wave feature group. Isn't that providing an advantage in her seeing how the course is set up

They can watch every shot on TV, and their caddies are out there to review set-up before anyone plays. I'd agree with you if she was hitting practice shots, but not just walking the course.

The course setup and pin locations aren't a surprise to players when they play

I'd be more concerned with the wind picking up in the afternoon and the foot traffic damages to the greens that are more disadvantages than the course set up. I thought Caddies can actually go out and scout the course.
