Dumb question, but is repairing (splicing and reconnecting the wire with a heat shrink joint) as straightforward in this situation as a typical golf cart wire? I think this chewed on damage is why my actuator isn't functioning.

Yes. Water tight like you do for a sprinkler system.

I use a double shrink doing anything element exposed.

Wire connection via solder/heatshrink combo connector then a larger heatshrink over the entire wire with atleast 1/2" buffer on each side of splice area.
