Pretty sure caveat emptor does not apply to fraud and deception from the seller. They can stay silent and fail to disclose, but they cannot lie when specifically asked for information and knowing hide damage, defects, violations, or anything material that would affect the sale. You can absolutely win a judgement for that, even in caveat emptor states.
If she wasn't actually tied into city sewer, had a hidden, undisclosed pump and buried, unprotected electrical cord to power it, and failed to disclose it when specifically asked about pumps on a legal disclosure, that's absolutely material information and fraudulent representation.
Regardless, Texas is also not a caveat emptor state. Lying on the disclosure opens you to all kinds of liability and could even be a reason to void the sale. If I were OP, I'd sue this ***** into the ground.
