This part of the yard is very low lying and it holds a lot of water cause it's an area for drainage and the ground is very hard and it's got this gray silver leaf and weeds and it's real sparse but at one time it was pretty plush with Saint Augustine grassso what's going on and how do I treat it?

Is that a French drain and is it clogged?

Not a French drain. Catch basin and pvc pipe. It's not clogged, thats just how low lying it is . Massive amounts of water off neighboring driveway and from my front yard. Ground is like concrete.

Water drains/stand in low lying areas and I have been unable to get grass to grow . The red brick house is mine, drainage is down the side of my house.

My question is how to I improve the ground, build it up and plant more grass or just build a huge garden landscape bed?

This house in my neighborhood has same issue and they just built a huge landscape bed.

Drainage is set to flow between houses and has a down staircase flow in backyard's leading to back of each property… and then to a drainage ditch.

Does the water entering the drain flow properly and what size is the drain and PVC pipe?

I would build up the low area with topsoil and put new sod on top of it. I would also probably replace the existing drain with a larger flat one, maybe 12x12 inch. Make sure to grade the built up area so that the drain is at the low point.

Just my $.02.

4" PVC pipe runs the grade to back of property with a few other catch basins. The basin is 12"x12" and that cover just keeps leaves and debris from getting in as easily.

So it sounds like regrading that low area and then topping with new sod would be the way to go IMO.
