Removal not an option. Is latex ok vs oil base primer before the "knockdown" texture is applied?

If the paper is stuck good then you can oil prime over it.

Latex primer will often make the wall paper start bubbling

Go to Sherwin-Wiilliams and ask. They sell a product, I forget its name, but you roll it on like a primer and it makes sure that the wallpaper stays stuck to the wall. You don't want the moisture from the primer or paint to get the paper to come loose.

After that's dry, you can do what you want, I went with texture, prime, then paint. No issues in the 5 years since it's been done.

So you put the 'wallpaper product' on first, then textured, then primed, then paint? Trying to clarify the sequence for OP.

Correct. The wallpaper product is like a glue that soaks through the wallpaper to make sure it never comes off of the wall.

  • SW wallpaper stuff (comes in gallon cans - apply like you're painting)
  • Texture
  • Prime
  • Paint
