Removal not an option. Is latex ok vs oil base primer before the "knockdown" texture is applied?

Go to Sherwin-Wiilliams and ask. They sell a product, I forget its name, but you roll it on like a primer and it makes sure that the wallpaper stays stuck to the wall. You don't want the moisture from the primer or paint to get the paper to come loose.
After that's dry, you can do what you want, I went with texture, prime, then paint. No issues in the 5 years since it's been done.
