Maybe this has an obvious answer, but I don't know it. What is the flag behind the American flag in this photo? I assume it was an Army flag, but I can't find anything that matches it.

Looks like the American seal on a blue flag. But the Army seal is very similar. According to wikipedia, the Army didn't have an official flag until 1956, so perhaps their flag at that point was just similar to the American seal?

I'd go with regimental colors. The scroll that the eagle is holding would have the actual regiment on it, and in this case it would be an infantry one due to the blue flag.
