Since OP I have heard that those so inclined for religous reasons have not been required to include the phrase for many years. It never crossed my mind in 1965 not to include it when I recited it.

I am not sure how the oath has changed over the years but:

I know in the pledge of allegiance, under God was only added in the 50's because we were so scared of those evil godless communists. The original pledge never had the mention of God. Nor did our money.

Was the oath the same way?

George Washington added the phrase the first time he took the oath for President - ad libbed it.

Well, those that don't want to say it shouldn't have to say it. Those that wish to say it should say it if they so please.
