Would it be possible to have an option when posting new topics for the OP to select "Billys Page" or "The Pub".

Then each user has the option in their personal settings to what they would like to view on this certain page? Whether they would like to view only "Billys Page" posts, or just "Pub", or both. I figure this might be a decent compromise?

I'm not even sure if this is possible, but just a suggestion? For example, I would click the checkbox titled "The Pub" when posting this topic.

Or you could just go to The Pub forum and post it.

Here's a better idea: destroy the pub. It's stupid and brings out the "holier than thou" crowd that feels the need to police which topics go on which forums.
