Could you splain the PUB situation?

We have the new Pub switch on the Premium forum yet the Premium Pub forum (described as failed) still exists.

when viewing:
you view the pub forum by itself, or you can view the premium forum with the pub included. you can also view the premium forum without the pub included (thus the switch at the top)

when posting a new topic:
you can start a topic in the pub forum, or you can post in premium forum and indicate you want your topic to be in the pub
