Could be wrong, but I thought in the big national tv games, they have more stoppages.

I believe there are the same amount of tv timeouts, but they are often longer during nationally televised games.

They are the same. Same amount and same length based on what I just looked up. It appears that the length varies in the NBA between local and national broadcasts, although I didn't look into it much.
