It's always the same story: spend a ton of money, get new facilities but most of the time they make poor hires / decisions (sometimes they nickel and dime people at the end for key roles) at the most critical aspects so you end up underachieving annually.
Need to take the Warren Buffet approach - fire all the bad leaders and hire goods and things will turn around. Got to start at the top.

Was Early the best available coach? The decision to hire him was made under pressure and with emotion more than logic. Had our former coach gone to any other university, would we have hired Early? Sorry, if I struck a nerve but just calling as I and I believe most others do at this time. The coaches and majority of players are getting paid way too much to just go thru the motions.
