Not at all. We could seperate the infected and protect the high risk people. The other more than 90% of the population could be mostly normal while exercising precautions such as hand-washing and distancing. Protecting uninfected people from uninfected people offers no returns but extremely high costs. Many are going to unemployed. People are going to lose businesses.
