As HotardAg07 said, it is saying that every time they find a case, they kill the person, which might not be far from the truth.

If a country is willing to be draconian enough, they can stop an epidemic in their country very quickly. Of course, few countries, even China, are willing to go that far, but North Korea is completely capable of doing it.

I'd rather die a drawn out painful sad and lonely pneumonia death than be an avg citizen of North Korea. But I'm sure they have a much diff perspective after the years of brainwashing and and isolation.
