Everyone is up in arms about the lack of tests available. What does it take to get tests produced for a novel coronavirus? How long does it take to develop a reliable test and then get it distributed?

Shouldn't take too long. I'm surprised ELISA based tests are already readily available. Shouldn't take very long to generate and clone the antibodies needed to prepare the assays. Govt regulation/restrictions???
