I think you might be missing the gist of the idea.
The point being made is that we can force multiply by seeking local individuals or groups with various capabilities to answer the problem.
There are all sorts of producers that might be able to adapt their manufacturing to meet the need. As an example, your mom or grandma might be good at sewing fabrics together. This could meet some aspects of what is required.
At the same time, there might be a local manufacturer that could alter their production process to produce ventilators. Here is an example:
