Any chance the current swab tests are counting people who have colds instead of COVID-19 ?

Adding on to KidDoc's response...

For PCR to be positive, the infection has to be active when the sample was taken. Antibody tests reveal exposures/infections from months and possibly years ago. So, the PCR is less likely to be a false positive for that reason as well.

I think the confusion comes from some of the anti-body tests have a disclaimer that they may show positive for other common human coronavirus while others say nothing about the cross-sensitivity.
