Legal exposure will depend on following government guidelines, which was the case before covid. If a restaurant owner chooses not to use disposable menus and silverware then they open themselves up to legal liabilities. If would be up to a jury or judge to decide their case.
The cost of doing business is going to be higher now than it was in February.
