Right now the only way you are getting across the border, legally, is if you are a US citizen or permanent resident (and the CBP has made it hard and rough on those with that status). Mexican visa holders are not allowed to cross into the US, although they can come in by airplane.

Early on in this deal, the Mexicans were looking at stopping US citizens from coming into Mexico as they had very low incidences of the virus on the Mexican side. As per usual, the Mexican's F'ed up the situation and sent folks home from most work with what amounted to a 7 week paid vacation, so the Mexicans did what Mexicans are want to do, they partied, had fun, and traveled some. And now there is a big mess on the Mexican side and they have nowhere near the infrastructure to deal with it.
