Hays county is reporting ~2400 active cases with a pop of 230k. This is more the travis county and williamson county combined. I can only assume this number is way off.
Yes, this number is way off.

At some point, expect a huge number to be newly noted as "recovered".

The County does not have the resources to follow up on all cases, so at some point, they will assume that if it has been past a certain time, and the person is not in the hospital or dead, they will be assumed to be recovered.

I truly think the number of active cases in Hays County is less than 500.

In the last 28 days, there have been 468 new cases. That means that if there are more than 468 active cases; some of those have been active for more than 28 days.

I would bet that a very low percentage of people still "actively" have Covid-19 after 28 days.

If you look at the graphs of "active cases" in various counties, you can see that the number is wholly unreliable.

Go over to the daily charts thread to see them.

81 active cases and 83 hospitalizations? Wait. What??

Many hospitalizations are people from other counties.
