What's the city doing with the mall?

They bought a dead Macy's store for twice what it was worth so they could control what could go in there, foiling the plans for a local businessman to put an entertainment venue in that location.

Oh, the city tried to get out of paying the monthly maintenance fees required by the mall operator, who had to sue to get the city to pay their fees, which are around $10k/month for an empty department store.

They have no idea. That's the problem.

Government entity not having a clue of what to do but yet wastefully spending tax dollars on things they have no business spending money on?
