I suspect that they are looking to buy testing strips, glucose monitors, etc., rather than medications. After someone with diabeetus cashes in their chips, often there is a lot of this stuff lying around, and they probably want to buy the no longer needed supplies on the cheap, then re-sell. Unfortunately, there are also people with the 'beetus who don't take care of themselves and sell the supplies their insurance (or Medicaid) pays for rather than using them.
I'm sure black market insulin and above all the GLP-1 meds have resale value, but selling pharmaceuticals without a license is extremely illegal
