It hardly ever happens. It's one of those things that those outside of the industry can be super paranoid about, when, the reality is, A) their ideas usually aren't as good or original as they think they are, and B) there's too much liability at stake when there's an official trail of that idea being sent/received. That, and, as I mentioned earlier, novice/aspiring writers can't exactly "send their scripts/ideas to Hollywood." That's not really a thing. It takes getting noticed in a unique way, or having connections, to even get your script read, and even then the first line of defense reading your script is the agents, who can't really "steal" your idea, as they would have nothing to do with it if stolen. They're not in the *idea* business so much as they are in the *writer* business.
