Well "deserves" is an opinion but not without some merit I suppose. Seeding and bracketing is always a crapshoot.
Nobody stopped it from getting the votes and in the prelim it was 7th among movies. So if it is top 8 then it is 7 movies and 1 TV (Blues Bros by a technicality) in the top 8.
But that might be more accurate cuz in the prelims

got more votes than
#2 Scrantonicity in TV
51 to 49
But that also discounts The Muppets in TV which got few votes on prelim relatively but has knocked out much higher seeds including #2 Scrantonicity.
Personally I always thought it was going to come down to Blues Bros vs. Spinal Tap.... so most everything else was moot. I figured Soggy Bottom Boys would be third.
But by virtue of a tiebreaker Soggy Bottom Boys took the top seed in movies putting Spinal Tap in the other bracket with #1 TV seed Blues Bros so should they advance they will face off in the semifinal.
And Stillwater with the #7 seed got the unfortunate draw of facing Spinal Tap as a #2 seed.
Outside of those top 3 the next 4 appear to be mostly even:
Otis Day and the Knights
Tenacious D
Marvin Berry and the Starlighters
Stillwater
and then you have the cinderella Muppets band.
