I don't think any of the regular office workers at Dunder Mifflin can be considered "minor characters". I mean, most appeared at least once in every episode.

The Janitor was NOT a minor character, after Season 1. He is very much considered a main cast member.

Creed and Stanley were at their best when they weren't getting a ton of screen time.

Newman as well.

Frank Costanza was a minor character that had big screen time on the episode he was in. He and Newman might be the best.

Watching the outtakes, I don't know how anybody ever got through a scene with Jerry Stiller without breaking over multiple takes. I probably would have started laughing just walking into a room where he was waiting.

Peterman was also a great minor character. Lots to choose from on Seinfeld.
