My idea would be to start in 1975 (because it's 48 years from 1975-2023) and pick a certain number of movies from each represent "the best" of that year, maybe 8-10 movies, then invent some sort of seeding; not really sure what that would look like.
But how to pick the best films? The Oscar winner, the box office champ, and then what? Or should it all be ratings on IMDB?

For selecting, I would do something like this (riffing here so not perfectly thought out, but you will get the idea).
Each year will have 10 movies representing them. The following movies get an automatic bid:
- Top 5 grossing films of the year
- Academy Award Best Picture winner
- Any films on the AFI Top 100
- Any films on the IMDB Top 100 with a minimum of ____ votes (if it was me I'd apply a minimum vote filter -- some really recent ones that don't feel like they belong and a few indies that are apparently VERY beloved by a relatively small group of folks)
Remaining slots are awarded to at-large bids by the committee (that can be you or the entertainment board).
Clearly there will be some overlap for the auto-bids -- sometimes a top 5 grossing film will also be the best picture winner, etc. Just means some years will have more at-large bids than others.
For seeding I'd go by some inflation adjusted box office measurement. Don't know how easy it would be to get the combined box office total for the nominees but that would be my best bet. Won't be perfect but it's determining seeding, not picking winners.
