I'd probably frame it as Temple of Doom being what started raising awareness that a "in-between" rating was needed, and Gremlins (a few weeks later) was the tipping point.

Temple of Doom was extremely graphic, but any parent who had brought their kid to Raiders of the Lost Ark knew that was potentially on the table. The Nazi face melting scenes in the first movie weren't exactly tame.

Gremlins? Go watch the Gremlins trailer. So so many parents brought their kids to see that expecting a light-hearted action movie with those "mischievous" gremlins! They even marketed Gizmo products to kids. That was a straight up horror movie.
