It's CJ, really.
Josh, maybe.
Toby was too much of Sorkin's angry mouthpiece.
And what's funny is that it was originally supposed to be Sam. I think that may have played a role in Rob Lowe ultimately leaving the show. It's definitely one of the quintessential "ensemble casts" of tv history.
IMO I think Josh gets a tad bit more focus, over CJ and definitely Toby, especially in the latter seasons.
Regarding the politics of the show, as libertarian/conservative that I lean, I still love the show and think it gives both sides a fair shake. It never portrays the right/Republicans as the enemy. You have Josh or Toby treating them as such, which is accurate from established Dems, but the characters themselves within the show aren't. Or at least rarely are.
Rob Ritchie is portrayed a little dense as kind of a GWB caricature, but isn't a bad guy. Maybe Haffley (Steven Culp), but he's shown as being very competent. But Ainsley Hayes, Joe Quincy, Arnold vinnick, Glenn Allen Walken, cliff calley, all aren't portrayed negatively. In fact most are portrayed as good people with different political persuasions but the show doesn't pass judgement on them. Which is pretty admirable
