And directly claiming that Mueller and his hand-picked 13-18 lawyers were incompetent as hell. If there was solid evidence of acts that were illegal obstruction, the Mueller report would have loudly proclaimed so. Mueller's team was under no compulsion to actually indict, in fact under the OLC opinion they likely could not indict a sitting President.
But they didn't need to indict, they just needed to provide a roadmap to actual acts that were obstructive. Destruction or hiding of evidence (Clinton's secretary hid the gifts between Monica and Clinton). Subornation of perjury (Clinton again and Nixon), actual perjury (Clinton). And similar acts.
In that respect, look at how Leon Jaworski complied his "report" on Watergate. It was actually an index. A short paragraph of the allegations and then citations to where in the record the evidence in support was located.
All of Mueller's sheepish, "well we didn't think it was fair to put allegations out there when the President couldn't be indicted and defend himself in a court of law," was just BS to cover up the fact that they didn't have a case. Attenuated, amorphous speculation does not make probable cause to believe a crime has been committed.
But Mueller's overall goal was still partially achieved as we are still dealing with impeachment talk over attenuated amorphous speculation and not much else.
