The truth is he doesn't want to. He's doing one of the following, and maybe both:

• Acting like its important and he's only trying to do something to pay it lip service in an election year because he knows its a major black eye on his re-election campaign.
• Looking for a court to strike it down to "purposely lose" so that he can say he tried and perhaps set a court precedent that might hogtie Trump if he wins so that the Democrat plan for destroying this country by importing dregs can continue.

Disagree. When Trump gets all aggressive and bombastic, he turns CMs and independents off. The very best thing he can do for himself in this campaign is shut up and let his campaign surrogates do the pounding on Biden. If Trump can control his belligerence and sound more in control in his interviews and public rallies, he will only help his chances in the election.

Basically wants more money from Congress - This is the legislation he needs to close the border.

i.e. Approve my next big spending package and I will shut down the border. (of course he wont after that)

This is just a statement to get more money.

Yep. The republicans at the federal level are pretty worthless. They could have been trying to impeach Biden all this time for refusing to secure the border with the laws on hand. It could have at least tied him up some, even if it didn't work. Instead, they didn't even try. Democrats play lawfare, when they aren't in power, to hogtie republicans from getting things done. Republicans do nothing when they are in that position.

By aggressiveness I don't mean bombastic but I can see where you are coming from given Trump's past.

It would be easy to craft a very effective campaign against Biden with all the idiocy that Biden has been doing. If Trump doesn't take advantage of these opportunities he should be written off as a fake and self promoter. Which I suspect maybe the case.

He should be parading these points daily and unceasingly.
