the emancipation proclamation freed no slaves.
Lincoln wanted to "enroll" black men into the Federal Army but could not legally accept slaves so issued the Emancipation Proclamation to free slaves in those parts of the Confederacy under Fed control.
Texas had withstood three Fed attempts to conquer it so except for the Brownsville area (where the Feds had posted a large army to cut off trade with Mexico), it was not until June 19, when Texas surrendered, and the Fed fleet landed and declared the Emancipation Proclamation effective in Texas that most Texas slaves were freed.
Later, the Constitution was amended to outlaw most types of slavery effective nationwide.

Edit to add that the last battle of the war was fought in Texas, before Juneteenth...

But it would be hilarious for them to be brutally honest:

"National Juneteenth Day! The day we celebrate the end of slavery…. in Texas and by end we mean "mostly end" because Indians still had black slaves for several more years after that. Also Slavery was still legal in the wider country and many other states had slavery still for several more months until the 13th Amendment was passed in December which, again did not apply to the Indian tribes who still had black slaves until 1866. Why is this a national holiday then? Because "George Floyd Day" wasn't going to get through committee!
