He left the bag pack in the Central Park for the police to find, not to hide and discard it. NYPD took 4 days to find the bag. Water bottle and burner phone weren't because the shooter got sloppy. They were probably planted for a goose chase.

I predict that it will get easier to evade them and start getting away with major crimes, even with the increase in surveillance toold in every city.

You can see him rack the slide using the knob at the rear of the gun and having to rack the slide every time he fired which isn't very common for a handgun.

Common issue for shooting pistols suppressed, they can't move the mass of the suppressor back to rack the next round.
