Yes. Once the injunction is issued, then they can file the appeal.

You might be thinking of the TRO that the federal employees union demanded against Trump's voluntary resignation order. That one was dismissed because the judge (a Clinton appointee, BTW) found that the union didn't have any standing. (The resignation offer wasn't even available to union employees, so no harm was proven.)

I'm firmly in the "Trump planned for this" camp. Just watch.
