So my understanding is in Texas there's no such real thing as victim impact statements. The surviving family can be called as witnesses under oath in the penalty phase and can be asked questions but what they are allowed to say is pretty limited.
After the sentence is given there is an opportunity for victim allocution where they can say what they want.

I don't believe he is really 5'7" nor only 135, but if he does weigh that little amount, he went on a major crash diet after his arrest to try to look smaller in an effort to sway the jury that he really had a reason to fear for his life against big bad 6'7" 275 pound Austin Metcalf
Edit to add that at his arrest, he was 5'9" and 157.
