H1 is for jobs.
F1 is the student VISA, no change there.

This will still affect new H1s.

Now the admin is clarifying new.

This pretty much means the end of H1s for a majority of cases, but it gives American companies some time to adjust.

So there will not be a $100,000 fee paid every 3 years on current H1Bs, as you stated.

But don't they typically stick around to get a H1B visa right after they graduate to get a job in the US? Maybe if they can't do that they won't want to come here in the first place.

The only thing that may be positive is Trump felt that he did not want to give the tech industry too much of a jolt. So he may do this in phases. He is known to change his mind whenever he wants, so he may change this as well.
