usually the shutdowns COST MORE MONEY
because they have to issue back payments so it is just a free paid vacation for the FEDS.
this time Trump is threatening to fire massive amounts of the bureaucrats- another reason this could be great.
Issuing back pay doesn't cost more than them getting a regular paycheck, right? Or, do they get some sort of interest on it?

yes, to shut down and then restart alot of these operations actually increases the total cost,
as well as giving full back pay.
keep in mind alot of the ""ESSENTIAL" employees who will still be working will now be paid overtime time and a half which also increases the cost.
