The way the EU operates is similar to the US did under the Articles of Confederation. Sovereign member states subject to a weak central government with a unified currency. Socialism in europe is really more of a recent thing, comparatively speaking.

My opinion is that the EU has morphed into a semi socialist society because of their WWI and WWII guilt. I don't know who's behind all those needless regulations but it's tearing their societies apart.
