I was told by a high up Dem from Starr county that at the national level the Democratic party, in both primaries that Cisneros went against Cuellar, staunchly discouraged challenging an incumbent. But that when the progressive entities and the progressives in office such as Bernie Sanders, as you mention, and that Ocasio woman from NY endorsed him and helped Cisneros raise money the National part of the party didn't oppose them or step up to support, i.e. fund, Cuellar.
Not limiting the challenge and then helping his opponent is translates into opposing in politics.
This was seen by the one sided media blitz that took place against him in his district. You are right Cuellar had support, but most of it was at the local and state level. I mean if he didn't it would be an aberration as he had been in office for so long.
Cuellar as not saved by the establishment Dems, what saved him was the local political machines of a good portion of his district, primarily way south. Cuellar has a ton of name recognition and is well liked and supported by many with influence in his district, and justifiably so as he is a decent rep for his area.
