Agree on the implementation. The bill required some pretty insane parameters of construction including a certain percentage of female construction workers and engineers, minority business involvement mandates, child care, etc. If I'm not mistaken a lot of that has been eliminated.

That has nothing to do with the chips money initiating this. It covers about 3% of the capex and could be much lower. So you're telling me they would not have broken ground without that 3%?!

You are correct that TI had started plans for a new facility earlier, but the CHIPS Act spurred TI to act on those plans. It also spurred TI to invest in its Lehi, UT facility. The old TI plant in Sherman was either sold or leased to another company before TI broke ground on the new facility.

I'm in the industry. A new semiconductor fab is $17b minimum. The $50B CHIPs act was a slush fund. TI was going to do this anyway. Samsung in Taylor, Intel in Ohio, Microchip in Phoenix, all were going to happen anyways. Political BS.

And many companies that got CHIPS money later went bankrupt. In fact Wolfspeed just went through bankruptcy, and they are still getting another $700 million.

Same thing applies to all the "green energy" credits in the Inflation Reduction Act (LOL).
The amount of Communist wish list items forced into the bills made them absolutely useless to companies. The potential money gained through the bills were more than offset by all the stupid requirements that had absolutely nothing to do with actually building or operating the facilities.
