That seems the most probable explanation. Something that's never been clear is how much the victims involved were there because of initial involvement -- that is, hanging around the rich and powerful in an `orbiting' manner, or whether any of these were outright abductions. In any case, for such, they really can't expect a system like this to ever fix itself.

When you run a small business that is not a law firm and you need to manipulate pdf files, may I recommend FoxIT PDF Editor (and +/Pro edition).
Reasonable price and does everything you need it to, including document protection, collaboration, signature security.

The DOJ could remove all redactions, but then the argument would become the DOJ hasn't released all the documents.
