Its unclear if they were arresting her. They were going to detain her for obstructing their official duties. That's why they told her to get out.

She was attempting to flee said detainment/arrest.

Honking and blowing whistles is absolutely NOT illegal even if "alerts the target". It is protected free speech. A good example is that the texas statute on interference clearly states it has to be more than speech to be interference.

Dude, it is obvious you're just trying to stir the pot.

The video has been posted and discussed for the past hour.

It 100% supports the officer. He was in the right; she was in the wrong, and she got killed because of her choices and actions.

I realize I didn't fully answer your question;

Charges- obstruction, interfering with the official duties of a federal officers
Probably cause- repeated blocking of roads in front of officers, blow of whistles, verbal threats
Consequences- detained or arrested
Illegal arrest?- fight the judge, not the cop, otherwise end up in a far worse situation.

Other than showing her turning her wheels toward him as he walks by the front of the car the first time? And showing her looking through the windshield right at him as she accelerates forward towards him? And showing that the vehicle made contact with him before he fired his weapon? Sure, other than all that it is not helpful to his case. But those three things show he had reason to believe she was aiming the car at him, reason to believe she was looking at him and knew he was there as she accelerated, and reason to believe she was trying to run him over because she hit him with the vehicle. He had 100% reason to believe she was attempting to run him over.

I've said worse when I stubbed my toe. If I was going to extrapolate my reaction, I would say the officer was quite restrained in his followup soliloquy

MSNOW was mad about the language at the end & found an expert to brush away that Good disobeyed orders & that the ICE officer was hit.
