That said, until Wilson started doing it in person, most Presidents simply sent in a written report to Congress.

As with most things Wilson/Carter did, it was a mistake. As Pelosi made it clear Democrats would never be civil again if an American president was speaking, it's obvious the joint session should be abandoned.
A Trump address without the shouting/theatrics of the communists, from the Oval Office would be much more effective imho, even though a simple letter would suffice.
