That all said, I believe he is completely wrong on this issue.
For one, he does not seem to realize that "We" (that is, the United States) has not been killing the current regime, Israel has. The US has been destroying Iranian capabilities, Israel has been destroying their leadership.
I can understand that "regime change" is not the US goal, but we would very likely appreciate it.
Whether we have considered ourselves at war with Iran for the last 47 years is irrelevant. They have considered themselves at war with us.
We won't, and should never, say that this war is about regime change. Make no mistake, this war is about regime change. That's the only way the US and Israel win in the long-term. If there is no change in government the Iranians will go right back to stockpiling missiles and building nukes.
However you can't say it's a regime change war because A) with no ground troops committed you aren't guaranteed that will happen
B)The Iranians are way less likely to accept their new government if it is foisted upon them by the US or Israel. It has to be made to look like that it was grassroots.
