It's not just QI, it's the myriad protections and barriers between malfeasance, incompetence, and negligence and consequences like union mandated policies on internal investigations and arbitration for punishment and termination, the conflict of interest in internal investigations, legislative protections, the ability to move departments after termination for cause, and court rulings like QI. Any one of these on its own wouldn't be the end of the world, but when they're viewed in totality they are a roadblock that enables ****ty cops to stick around. Perfect example is SAPD, where a guy was fired multiple times for repeatedly making false arrests but was continually reinstated by the union arbitration process. The union president said he, "made some unfortunate mistakes but was really a good cop."

the ohio laws says it applies to cases filed on or after april 9, 2025. this lawsuit was filed in 2023.
case law he gets out of this isn't going to be good on that issue

Throw in the fact that they had a warrant for the wrong house. He's essentially making fun of their gross incompetence, and it seems like that should be protected speech. The pedo stuff is unrelated to that, and that may be where he gets in minor trouble. I can't imagine a jury having much sympathy for these clowns that can't even search the correct house..
