An E-Bike is a motorized bicycle that can be used on public roads but doesn't need to be registered and doesn't require a license.
An E-Bike must have fully operable pedals, a motor of less than 750 watts, and a top assisted speed of no more than 28 mph.

A Mini-Bike is basically a small motorcycle. It also does not need to be registered and doesn't require a license but is prohibited from being used on public roads. This also applies to Go-Carts.

An ATV or UTV also does not need to be registered and does not require a license, but it is also prohibited from use on public roads unless the owner buys an Off-Highway Vehicle (OHV) license plate which allows for limited use on public roads. I do not know if there is a DL requirement.

A Golf Cart is similar to an ATV except you can get a specific golf cart plate for limited use and you need a valid driver's license.

Teen girl in our area was just killed on one of the small motor bikes a couple of weeks ago. On her way to school, last day of the school year. Sounds like she accidentally hit a curb, went over the handlebars, and hit her head on a metal signpost. Her brother was behind her on his own motorbike when it happened. He tried to give CPR, but she was pretty much killed instantly.
Wasn't an e-bike. It was one of the gas powered mini-bikes, not registered, no license to drive them on the roads.
